There are several financial incentives available to support heritage conservation in Cobourg. The Financial Incentives Guide explains these programs that are run directly by the Planning department and the Finance department. To apply for any of these programs, please complete and submit an application form.
To qualify for any of our financial incentive programs, a Heritage Permit must be approved for your project. All projects must be consistent with applicable policies and guidelines for heritage conservation in Cobourg. If your property is located in a Heritage Conservation District, projects must be consistent with the District Plan for the area.
If work is started without approvals and permits, full permit fees will apply and you will not be eligible for any of the Heritage Financial Incentive programs.

Heritage Financial Incentive Programs
Permit Fee Program |
- In the Commercial Core Heritage District, building and planning fees are waived for interior and exterior restoration, renovation and reconstruction projects.
- In the East, West, and George Street Heritage Districts, permit fees are discounted by 50% for exterior restoration, renovation and reconstruction projects.
- Where a property is individually designated under Part IV of the Ontario Heritage Act, permit fees are discounted by 50% for exterior restoration, renovation and reconstruction projects.
- This program does not apply to new construction (new developments and building additions).

Heritage Loan Program |
- A loan of up to $15 000 per project per property is available to support the exterior restoration of designated residential or commercial heritage properties.
- This program is intended to help property owners restore, upgrade or maintain designated heritage properties.

Heritage Tax Incentive Program |
- This program is only available for restoration and redevelopment projects in the Commercial Core Heritage Conservation District.
- This program provides a grant equal to the annual increase in the town portion of the property taxes if your assessment value increases as a direct result of the project.
- This grant is credited against the property taxes annually for a maximum period of 10 consecutive years.

Development Charges Credit on Existing Buildings Program |
- This program is not only for heritage buildings, and is available to support all redevelopment in Cobourg.
- When a redevelopment project uses an existing building, credits may be available to offset applicable development charges.
