Downtown Hourly Parking Options

Daily Parking Permits:

• Daily parking permits can be purchased for $10/day, valid in all Municipal Lots from October to May; starting Victoria Day weekend to Thanksgiving weekend, daily parking passes will be valid in the Covert St. parking lot only ($10/day).

On-Street Paid Parking: 

Downtown, on-street parking rates are $2.25/hr. with a 3-hour maximum.

Payment options for Downtown on-street parking include:

• HONK Mobile
• Upgrades to parking infrastructure will also include Interac

With the Honk app, residents and visitors can seamlessly search, pay for and top up parking from a phone, tablet or computer.

How it works:

1. Download the HonkMobile app. Find it at honkmobile.com, Google Play or the App Store
2. Set up your account. Add as many vehicles and payment sources as you like to your profile.
3. Use HonkMobile to pay for your parking in all Cobourg on-street locations and Pay & Display lot

Monthly parking permits can be purchase for the following municipal lots:

• Trinity Parking Lot
• Victoria Square Parking Lot
• Second Street Parking Lot
• Third Street Parking Lot
• Albert Street Parking Lot (Thanksgiving to Victoria Day)
• McGill St. Lot (Thanksgiving to Victoria Day)

Please note, the Town of Cobourg has enhanced its parking management software and will require your license plate number as well as the make of your vehicle to issue your parking permit.

Downtown Accessible Monthly Parking Permit

Parking privileges available to persons with accessible parking permits vary from municipality to municipality. Accessible parking in Downtown Cobourg is not free. 

A monthly accessible parking permit, valid for on-street or in downtown municipal lots may be purchased for all those who qualify. A photo of a valid Ontario issued Accessible Permit must be uploaded/shown at the time of purchase. 

Accessible Downtown Parking Permit: $35/month 

Free Parking Areas

The Town of Cobourg offers two (2) hours free parking in the following downtown municipal lots:

• Covert Street Parking Lot
• Second Street Parking Lot
• Victoria Square Parking Lot
• Third Street Parking Lot
• Hibernia Street Parking Lot
• Albert Street Lot (Thanksgiving to Victoria Day)
• McGill Street Lot (Thanksgiving to Victoria Day)

Parking in Municipal Downtown parking lots is free for two (2) hours maximum. If you would like to park for longer, you must purchase a Downtown Parking Permit 

Downtown Parking Enforcement Hours

Parking on-street and in municipal parking lots is enforced between 8am and 6pm Monday to Sunday, holidays included. 

Set-fines

• Fail to pay to park in Parking Meter/Pay and Display Lot at the Downtown Parking Area - $40.00
• Park expired time at a Parking Meter or Pay and Display Area - $40.00

Challenging a Parking Ticket

The Administrative Monetary Penalty (A.M.P.) system is a fast and flexible process for payment, appeal and collection of minor by-law infractions. This approach is used by many municipalities, the province and the federal government and is designed to streamline the enforcement process and increase compliance with Town of Cobourg by-laws.

A.M.P. enforcement transfers by-law disputes from the courtroom to the municipality using Screening and Hearings Officers who can modify, cancel, or affirm penalties. Learn more at Cobourg.ca/amp. 

Home Healthcare Worker Parking Permits

Organizations providing home health care services can apply for annual parking permits for their staff providing services in client's homes. It is up to the Organizations providing the services to apply to the Town on behalf of their healthcare workers and have their organizations registered and obtain permits.

What is allowed with this permit?

The permits only provide an exemption from the following regulations while the service worker is actively engaged providing home health care services:

• No Parking from 2 a.m. to 7 a.m. winter and general maintenance seasonal restrictions
• Overnight from 11 pm and 6 am Victoria Day to Thanksgiving at waterfront areas/lots schedule H
• Parked at expired meters, pay and display or pay by plate controlled spaces such as referenced in schedules H and I, D and E.
• Parked longer than permitted hours (or signed time limit if posted otherwise)

All other parking regulations and restrictions apply.
There is no cost for a home healthcare worker permit.
