(Issued November 10, 2021 at 10:15 a.m. EST) – Municipal Council of the Town of Cobourg will hold a Public Meeting via Zoom Video Conference regarding proposed amendments to the Official Plan and Zoning By-law for the Tannery District Secondary Plan Area on Monday, November 29, 2021 at 5 p.m., the notice of which is being provided to the public in accordance with Sections 22 & 34 of the Planning Act, R.S.O. 1990 c.P. 13, as amended.
The purpose of the Public Meeting is for Council and the public to obtain background information regarding the Tannery District Sustainable Neighbourhood Master Plan and corresponding amendments to the Official Plan and Zoning By-law for the Tannery District Secondary Plan area (the lands generally bounded by George Street, University Avenue West, Victoria/Ball Streets, and the CN/CP railway tracks).
The objective of the Sustainable Neighbourhood Master Plan project is to develop a comprehensive plan to achieve a healthy, vibrant, and sustainable mixed-use neighbourhood in the Tannery District. The Sustainable Neighbourhood Master Plan and corresponding Secondary Plan and Zoning By-law amendments will build on the goals of the Official Plan to establish a long-range vision for the Tannery District and provide the policy, governance, and implementation framework to properly guide future development and decision-making within the District. In addition, building on the Tannery District Community Improvement Plan (CIP) and design charrette process undertaken in 2009, the Sustainable Neighbourhood Master Plan and corresponding amendments are intended to achieve the Town’s sustainability goals and create a plan for the Tannery District which is on the “cutting edge” of sustainability. The implementation of this project is made possible in part through generous funding from the Federation of Canadian Municipalities (FCM) Green Municipal Fund (GMF).
In order to provide members of the public with a further opportunity to obtain information and ask questions of the consultant team and municipal staff regarding the Tannery District Sustainable Neighbourhood Master Plan project, the Town of Cobourg is also convening a Public Open House via Zoom Videoconference on Thursday, November 25, 2021 from 7 p.m. to 9 p.m.
How to participate in the Public Meeting
The Public Meeting of Council and the Public Open House will both be conducted via Zoom Videoconference. If you wish to be a Participant at the Public Meeting and/or Public Open House, you should register with Brent Larmer, Municipal Clerk, via e-mail at clerk@cobourg.ca or by phone at 905-372-4301 no later than 12 p.m. on the day of the respective public meeting/open house in order to obtain Zoom Videoconference access details.
Please ensure that you have a computer or tablet with good internet access to enable you to participate in the forums electronically. If you do not wish to participate by video, or do not have the necessary technology, you may use a telephone and call in to participate. Alternatively, written submissions to the Municipal Clerk, 55 King Street West, Cobourg, Ontario, K9A 2M2 in advance of the Public Meeting and/or Public Open House are encouraged and will be made available to any interested person at the Public Meeting/Public Open House. Submissions may also be made after the Public Meeting and prior to the decision on the proposed Amendments by Council.

If a resident does not make oral submissions at the Public Meeting on November 29, 2021 or make written submissions to Cobourg Municipal Council, c/o Brent Larmer, Municipal Clerk, Town of Cobourg, Victoria Hall, 55 King Street West, Cobourg, K9A 2M2 (clerk@cobourg.ca), before the Official Plan and Zoning By-law Amendments are approved or refused, the Ontario Land Tribunal may dismiss the appeal.
If you wish to be notified of the decision of the Municipal Council of the Town of Cobourg in respect of the Official Plan and Zoning By-law Amendments, you must make a written request to the Municipal Clerk of the Town of Cobourg at the address above, referencing the “Tannery District Sustainable Neighbourhood Master Plan/Secondary Plan”.
