Cobourg, ON (February 13, 2025) – The Town of Cobourg would like to advise residents of changes to the payment cycle for Town of Cobourg property taxes.
Property tax bills are issued twice per year. New for 2025, each tax bill contains two installments for a total of four payments per year. The first tax bill of the year is based on 50% of your previous years tax bill with no increase reflected. This rate is broken down into two equal payments. The second property tax bills which will be received in the spring, will contain the final two installments based on your updated 2025 tax rates.
Municipal tax rates are set based on three levies. The municipal tax rate, as set by the Town of Cobourg. The County tax rate, as set by the County of Northumberland and the educational tax rate, set by the province of Ontario. The Town of Cobourg approved the 2025 municipal budget in December 2024. The 2025 budget includes a 5.23% net increase after allowing for new assessment growth of 2.32% and an infrastructure levy of 1.00%. Once the education and County budgets have been calculated, increases over the 2024 levy will be divided amongst the final two installments.
There will no longer be separate instalment dates for residential and commercial and industrial properties. To reduce the number of tax bills received by industrial and commercial property owners, all property taxes for 2025 will be due on:
No Changes for Pre-Authorized Payment Plans
There is no change for property owners enrolled in the Town of Cobourg pre-authorized payment plans. Commercial property owners pay 12 instalments, from January to December. Residential owners enrolled in the plan pay 10 installments per year from February to November and have the option to switch to a 12-month plan.
