Cobourg Municipal Council conducts its business through Standing Committee and Regular Council meetings.
Standing Committees are affiliated with municipal divisions and overall priorities and policy decisions. Cobourg will now have three Standing Committees consisting of:
Community Services, Protection and Economic Development Standing Committee
Meetings generally held on the first Wednesday of the month at 9:30 a.m.
Membership includes: Councillor Aaron Burchat (Chair), Councillor Adam Bureau, and Mayor Lucas Cleveland.
Public Works, Planning and Development Standing Committee
Meetings generally held on the first Wednesday of the month at1 p.m.
Membership includes: Councillor Brian Darling (Chair), Councillor Miriam Mutton, and Mayor Lucas Cleveland.
Corporate, Finance, and Legislative Standing Committee
Meetings generally held on the first Thursday of the month at 1 p.m.
Membership includes: Councillor Randy Barber (Chair), Deputy Mayor Nicole Beatty, and Mayor Lucas Cleveland.
Other Members of Council can attend standing committees of which they are not members to ask questions and hear information to prepare for Regular Council Meetings. Standing Committee members discuss items on the agenda and make a recommendation to Council for the action to be taken on the matter.
Following the Standing Committee meetings the recommendations of the Committees will be presented at a Regular Council meeting where a final decision will be made and published in the meeting minutes. The public may attend any of these meetings, except Closed Council meetings. Closed meetings are held in accordance with section 239 of the Municipal Act, 2001. See above for information on Standing Committee and Regular Council meetings. Public Meetings Public Council meetings are held to provide an opportunity for Council to receive comments from the public to assist Council in making a final decision. Closed Meeting Investigator Any person can request an investigation to see if Council has met in Closed Session for a valid, legal reason. The Town of Cobourg has an Integrity Commissioner, Closed Meeting Investigator and Ombudsman. Fill in the Request Form for Closed Meeting Investigation and send it to the Legislative Services Department with the $25 fee. |

Speak to an Item Included on the Consent Agenda |
If you wish to speak to Council regarding an Item on the Consent Agenda or Items Extracted from the Consent Agenda, you may attend the meeting in-person or electronically. Speakers may speak for up to 10 minutes of uninterrupted time and only on the matter pertaining to the item. To speak in-person fill out a Request to Speak form at the meeting, you do not need to submit in advance, and provide it to Clerk’s staff at the meeting. If you prefer to attend electronically via Zoom, submit a completed Request to Speak Form to clerk@cobourg.ca by 12 p.m. the business day prior to the meeting and you will be registered as a virtual speaker. If you cannot attend a meeting, you may submit written correspondence to clerk@cobourg.ca. Correspondence received by 12 p.m. the business day prior to the meeting will be circulated to Council prior to the meeting. |
Speak to an Item Not Included on the Agenda |
A delegation is an opportunity to appear before Council, a Committee or Board to present information not already included on the Council Agenda. The purpose of the delegation process is to allow residents to make their views known to Council. If you are interested in appearing in person at a Council, Committee or Board meeting to present information or an opinion on a matter, you will need to:
The Town of Cobourg Delegation rules are governed by the Procedural By-law. Council Meetings use a hybrid meeting model. Members of Council and Municipal Staff will have the choice to participate in-person in Council Chambers or to participate virtually via electronic participation.
